Consumers slash card debt, N.Y. Fed report says

It's been three years since the Great Recession formally ended in June 2009, but one effect lingers: Consumers are still furiously paying down their credit card balances, according to data released Wednesday by the Federal Reserve Bank of New York, and, this time, they are paying them off on time.

The bank's quarterly report on household debt and credit, released Aug. 29, showed that consumer credit card balances fell to their lowest levels in 10 years in the second quarter of 2012, while overall consumer credit tumbled by $53 billion. Late payments on credit cards also fell significantly, reaching their lowest levels since 2008.

Experts say that years of sluggish growth have taken a toll on consumers' willingness to take chances with higher interest loans. Although they may be willing to take on some debt when household items break down, consumers won't overextend themselves until they see stronger signs that the economy is actually improving at a healthy rate, say experts.

"As the economy continues to languish again and unemployment remains stubbornly above 8 percent, I think consumers continue to remain wary and cautious," says James Butkiewicz, a professor of economics at the University of Delaware.

In each of the past three years, consumers have watched economic growth start out relatively strong early in the year and then peter out by spring, dashing hopes for a robust recovery. "We just can't seem to ignite a fire that really gets going. It always seems to die out," says Butkiewicz.

The economic starts and stops have made it hard for consumers to trust that their own household balance sheets are secure. Consumers remain worried about their job security and their ability to pay bills, says Don Dutkowsky, a professor of economics in the Maxwell School of Citizenship and Public Affairs at Syracuse University.

The recovery's frailty also discourages consumers, he says. "When you're growing at a relatively slow pace, any of these headwinds -- such as increased gas prices or the tsunami in Japan -- will just knock it down again. It's not a robust recovery in any sense." And that's bad news for consumer spending. "Consumers have to see a robust economy for them to really be confident enough to take on more debt."

Other debt still rising
Consumers aren't holding on too tightly to their wallets, though, when it comes to college tuition, cars and homeownership. The New York Fed's latest report, drawn from a massive national sampling of consumer credit reports, found that student loan debt increased substantially for the second quarter in a row, hitting $914 billion by the end of July 2012. Auto loans also increased by $13 billion in the second quarter of 2012, hitting $750 billion. Meanwhile, the amount of debt related to new mortgages rose to $463 billion.

Economists say that the substantial differences in growth between nonrevolving loans, such as student and auto loans, and? revolving loans, which are mostly made up of credit cards, underscores the fact that consumers will borrow when they must. However, they aren't going to overspend.

"I think consumers and households have made real attempts to pay off credit card debt for the obvious reason that credit card interest rates are so high," says Dutkowsky. Consumers will take out the loans they need to in order to buy a new car or to buy a durable good that's broken down, such as a washing machine. "But they're trying not to go overboard," he says. ?

Inside the survey
Every quarter, the Federal Reserve Bank of New York analyzes approximately 40 million consumer credit reports and looks at how people are using credit.

Some of the highlights of this quarter's report include:

  • The number of credit account inquiries (credit checks by banks) decreased for the second quarter in a row, slipping 2 percent since April. The drop in demand corresponds with other Federal Reserve data, which found that consumers aren't as eager this year for new cards as they were the previous year.
  • Aggregate consumer debt fell by $53 billion, while consumer credit card debt fell by $7 billion. The total amount of debt that consumers are carrying on their cards is now at its lowest level since 2002.
  • The number of open credit card accounts fell slightly as well, to 383 million, after staying put the previous quarter.
  • Credit card limits also remained largely flat in the second quarter, falling by less than a percentage point.
  • Once more, a significantly larger number of consumers paid their bills on time, with credit card delinquencies falling by 10.9 percent in the second quarter of 2012. Credit card delinquencies are now at their lowest levels in nearly four years, according to Federal Reserve data.

Researchers at the Federal Reserve say that the second quarter's substantial drop in delinquencies was especially poignant as it shows consumers are getting a better handle on their finances. "The continuing decrease in delinquency rates suggests that consumers are managing their debts better," said Wilbert van Der Klaauw, vice president and economist at the New York Federal Reserve in a statement accompanying the report. "As they continue to pay down debt and take advantage of low interest rates, Americans are moving forward with rebalancing their household finances."

That said, delinquencies increased by 8.9 percent on student loans and by 4.9 percent on home equity lines of credit, underscoring the fact there are still many consumers in the U.S. who are struggling to pay their bills.

Neither banks nor consumers are courting each other heavily ?
Consumers may not be flooding banks with new applications for credit cards, but banks aren't going after consumers as aggressively either, according to multiple reports.

For example, banks have substantially cut back on mailing credit card offers to consumers, according to new research from Mintel, reducing the number of offers they send by nearly half since the summer of 2011. They have also left the terms of their offers alone for much of 2012, according to CreditCards.com's weekly survey of card rates. And they have continued to keep a tight rein on the amount of credit they're willing to dole out amid a tough economy, according to previous Federal Reserve research. ?

Experts say that banks are still hungry for new customers -- but are focusing more on higher-end consumers. They are also cautious about the amount they are willing to spend courting new consumers and are unwilling to take on substantial risks.

"I think the banks are still feeling a lot of regulatory scrutiny," says the University of Delaware's Butkiewicz. As a result, they are being cautious about the amount of credit they are willing to lend and are concentrating primarily on prime consumers that they know can pay their bills, he says. "Because of the crisis and because of the increased scrutiny, everyone is being cautious," adds Butkiewicz. "They don't want to take the risks they took before."

?Many sports movie scenes take place on a field, in a dugout, post game in a locker room or coach's office. But in between great plays and dramatic scores, many of the films feature shots of houses as well.

From the gritty house featured in "The Fighter" to the classic 1950s rambler in "The Sandlot," here's a real estate tour through sports films.

"Rocky"

Usually near the top of any list of greatest sports films, "Rocky" garnered a devoted following, three Oscars and five sequels. Rocky Balboa's apartment in an urban Philadelphia building was an iconic part of the first film.

The classic children's film "The Sandlot" documents the summertime antics of a neighborhood's ragtag baseball team. Set in the 1960s, most of the 1993 film takes place in the empty lot where the boys play baseball, but one character's classic rambler home is briefly spotted.

Built in 1956, the home at 1556 S 2000 E, Salt Lake City, pictured above, was last sold in 2009 in near original condition. Complete with green shag carpet, leaded-glass diamond-pane windows, beamed ceiling and brass light fixtures, the home looks just as it did 1960. The four-bedroom, three-bath Salt Lake City home sits on a quarter-acre lot and has 1,632 square feet of living space.

Starring film heavyweights like Tom Hanks and Geena Davis, and featuring Rosie O'Donnell and Madonna, "A League of Their Own" showcased the All American Girls Professional Baseball League, which was established to keep baseball in the public's eye while men were overseas during World War II.

Much of the film takes place on the field, but a large, Victorian-era home, above, gets its fair share of screen time toward the end of the movie as the setting for the boarding house. The Henderson, Ky., home was recently listed for sale in 2011 for $799,000. The listing was removed in May 2012. With nine fireplaces, three stories, full basement and five bedrooms, the house at 612 N Main St, Henderson?was more than roomy enough to host the movie's baseball team.

"The Fighter"

Like "Rocky," "The Fighter" was an Oscar-winning film that showcased an underdog boxer. Starring Mark Wahlberg and Christian Bale, the docudrama told the story of real-life boxer Micky Ward and his older half-brother Dicky Eklund.

Once a boxing contender himself, Eklund lives in the house shown above in Lowell, Mass. The home stands at 28 Smith St, Lowell?and is painted same green shade as it was in the film. The three-bedroom, one-bath home was built in 1900.

So it comes as no surprise that new buyers of the "Field of Dreams" site are reportedly going to develop a portion of the 193-acre farm into "All-Star Ballpark Heaven," a 24-field baseball and softball tournament facility.

Recap: Washington vs. St. Louis

Bryce Harper finished with a two-run home run and drove in three, as the Washington Nationals pounded the St. Louis Cardinals, 8-1, in the opener of a four-game series.

Jayson Werth added two hits, including a solo homer, two RBI and scored three times for the Nationals, who have won two in a row to erase the memory of a five-game skid. Jesus Flores also knocked in two for the NL East leaders.

Edwin Jackson (8-9) tossed eight strong innings, scattering four hits and walking two with an unearned run while fanning 10.

Flores added a two-run single with one down and the bases loaded in the seventh to cap the offense for Washington.

The Cardinals' lone run, in the top of the eighth, was helped by an errant throw. Bryan Anderson doubled to start the frame, then scored when Ryan Zimmerman scooped up a Jon Jay grounder at third but threw high to first. It put an end to a 28-inning scoreless string by the defending World Series champs, but was not nearly enough.

Mike Gonzalez retired the side in order in the ninth to close out the easy victory.

Soil holds nasty antibiotic-resistance genes

Bacteria that live in the soil seem to be swapping antibiotic-resistance genes with other, more dangerous bacteria ? the ones that cause devastating infections in humans, a new study indicates.

When a team of researchers analyzed bacteria they had grown from soil samples, they found the microbes were harboring seven genes identical to those that enabled harmful bacteria to resist antibiotics. These genes are active against antibiotics within five major drug classes, they write.

It is highly unlikely these genes evolved independently in the soil microbes and the disease-causing ones, they concluded.

"The sequences of the resistance genes are identical, but they are in organisms that are very, very different, so we know they have been shared between these organisms," said study researcher Kevin Forsberg, of Washington University School of Medicine, in an audio interview released by the journal Science, where the research appears this week.

"If they don't have a gene or function necessary for survival in a given environment, they might survive and thrive nonetheless by borrowing a gene or genes from their neighbor," he said.

So far, it's not clear whether the genes are moving from the clinic to the soil or from the soil to the clinic, but Forsberg said he suspects both.

The team looked at soil from 11 samples from a variety of ecosystems in the United States, such as forest, urban and farmland.

They focused on soil because it contains a great diversity of microbial inhabitants, including Streptomyces bacteria. The compounds these bacteria produce to fight off other bacteria have provided the majority of naturally produced antibiotics. Antibiotic resistance, the ability of other bugs to fight off these attacks, is also believed to have evolved in the soil.

And finally, soil is receiving increasing amounts of antibiotics as a result of agriculture.

"Upwards of 80 percent of the antibiotics by weight are used in animal feed to promote growth, and these antibiotics end up in the surrounding environment, including soil," Forsberg said.

The overuse of antibiotics as medication can give rise to resistance among disease-causing bacteria, and so can the flood of antibiotics into the environment.

Bacteria in both settings are acquiring more resistance genes and swapping them because they have a reason ? the pressure from more, and new, antibiotics. The gene sharing means humans? treatment of one group is likely to affect the other, he said.

Forsberg and his colleagues grew the soil bacteria in media containing antibiotics to select for those with antibiotic-resistance genes. They found not only exact replicas of known resistance genes but also new ones.

When fed to a laboratory strain of the bacterium Escherichia coli, one unrecognized gene helped the E. coli fight off large doses of an antibiotic used to treat tuberculosis, they found. The antibiotic was cycloserine.

"The fact we are finding resistance genes that we haven't seen before means there is more resistance out there," Forsberg said.

Although the swapping of resistance genes between soil bacteria and those that cause disease has serious implications for health, there's no way to prevent it.

"Bacteria developed resistance well before humans existed, and they have been trading genes for even longer," Forsberg said. "What we can do is diminish the problem by giving bacteria less reason to have these antibiotic-resistance genes."

This means more prudent use of antibiotics, he said.

The research appears in Friday?s issue of the journal Science.

Fujitsu's keeping its IFA 2012 presence relatively low-key, holding off on any new major tablet or mobile announcements. So while we may have already seen its Windows 8 Stylistic Q702 and LifeBook T902 in Hong Kong last week, there is still one product the company's trotting out here in Berlin: the Esprimo X. Planned for a late year launch, this All-in-one also runs Redmond's latest OS and packs Intel's third-generation vPro chipset (up to Core i5 configurations) for the enterprise set. The slim PC features an adjustable touch display, which can even be laid out completely flat across any surface, a proximity sensor for power saving management, in addition to face recognition tech for an added layer of security. No other details on this AIO have yet to be disclosed -- the company's retaining those fuller spec bits for its release -- so stay tuned for our first impressions from the showfloor.

Remember that itsy bitsy GoPro competitor we spotted at Sony's CE Week booth earlier this summer? Well, it's gearing up for an official release late next month. Dubbed Action Cam -- a fitting name given that it'll live mounted anywhere from sky diving helmets to downhill skis -- it'll ship in late September or early October for $199. In a surprising twist, the incredibly small HD shooter will also be getting WiFi -- that version will be available for $270. Both cameras are identical save for wireless functionality, but considering that WiFi enables remote configuration and viewfinder capability for framing your shots (there's no video-capable LCD on the device itself), you're gonna want to shell out the extra 70 bucks. Regardless of which flavor you choose, you'll net a very capable camcorder with a 16-megapixel Exmor R sensor (great for low-light shooting) and fixed-zoom Carl Zeiss lens, complete with SteadyShot image stabilization, a 1080/30p capture mode and a 720p option at 120 frames-per-second, enabling some pretty slick slow-motion effects.

The Action Cam is a modular system, so you can count on a bevy of accessories -- there will even be a "Handycam Adaptor," which comes complete with a 2-7inch display and a familiar camcorder interface. More standard options include an adhesive mount pack ($20, though two ship with the cam), a bar/bike mount ($30), angle mount ($30), a replacement housing that's waterproof to 60 meters and offers a standard tripod socket ($40 -- you'll get one in the box), two head straps ($25-30) and a suction cup ($30). It also uses removable storage (microSD), a swappable battery, and includes HDMI, USB and audio input jacks.

We weren't able to take the camera out on any wild adventure shoots, though plenty of professionals have, from the looks of the demo reel on display at Sony's event (and included at the end of our hands-on video after the break). We did get to play with the remote viewfinder feature, however, paired with the Android PlayMemories app (also available for iOS). This tool worked quite well over WiFi, with decent response and a usable framerate (for framing you shot, at least). The Action Cam itself feels quite solid, despite its size, especially when paired with the thick plastic housing (it's designed for use both underwater, and on land). What we're not quite clear on is battery life, which will surely factor into any purchase decision -- that detail will likely come to light as we near launch. BRISTOL, Tenn. ? With a two-handed toss of his helmet, Tony Stewart brought back everything that had been missing at Bristol Motor Speedway.

It was the rock 'em, sock 'em style of racing that made the Tennessee bullring the toughest ticket in NASCAR, and fans fill the place for 55 consecutive races hoping to see bumping and banging on the track and the off-track drama it created.

Progressive banking added in 2007 diluted the action, and fans turned their backs on Bristol in droves. Yet another disappointing crowd in March was the final straw for track owner Bruton Smith, who ordered changes to the track surface in the hopes the action would pick up and the fans would return.

He got exactly what he wanted Saturday night, even if his idea didn't go exactly according to plan.

Tempers flared again at Bristol ? the boiling point coming when Stewart heaved his helmet at Matt Kenseth's car after the two wrecked racing for the lead ? and the action on track picked up enough to satisfy most fans.

Five-time Bristol winner Jeff Gordon, who watched some of Bristol's greatest races from the spotter stand before he began his Cup career, thought Saturday night looked a lot like old Bristol.

"Even though it was really tough to pass, it just reminded me of old school Bristol," Gordon said. "I think it was a success and I certainly had a lot of fun. I say they grind the whole place. Sounds awesome. I hope they do that next time."

Believing the progressive banking had created too many lanes for drivers to use, Smith ordered the top groove to be ground down at Bristol. His desired effect was a tighter track that forced drivers to run around the bottom and use their bumpers to move cars out of their way.

They had to use their bumpers, but it was at the top of the track where the action occurred. The new top groove picked up rubber as the race progressed, and the grip in the high line was too attractive for drivers to ignore.

Denny Hamlin, who picked up his first Bristol victory, thought the racing was similar to years past.

"We were all running in a line and just waiting on the next guy to screw up to get around," he said. "That's what you had with the old Bristol. That's how we had to race. I don't think we saw as much side-by-side racing, but you didn't see side-by-side racing with the old Bristol. You just saw a bunch of cars in line waiting on someone to get knocked out of the way or mess up and that's the same thing we had."

With it came the return of a vintage Stewart reaction following his accident with Kenseth.

The three-time series champion had rallied from a lap down to run for the lead with Kenseth, but after the two came close to wrecking for at least an entire lap, they finally collided for reasons neither agreed upon. Stewart showed his displeasure by tossing his helmet at Kenseth's car, and promising a rocky ride the rest of the season.

"I'm going to run over him every chance I've got from now 'til the end of the year, every chance I've got," Stewart said.

That's the kind of responses fans expect at Bristol, where Dale Jarrett in 1993 threw his helmet at Bobby Hillin Jr.'s car. Ward Burton once threw his heel guards at Dale Earnhardt Jr., Jimmie Johnson made an obscene gesture, Gordon shoved Kenseth, Kevin Harvick charged after Greg Biffle, and, oh, the late Dale Earnhardt spun Terry Labonte in an effort to "rattle his cage."

On Saturday night, even Danica Patrick got into the action, angrily wagging her finger at Regan Smith after contact from him caused a race-ending wreck after she'd worked her way to 19th.

"We were just racing hard, this is Bristol, this is why people love this track because you see a lot of that, you see tempers flare," Patrick said.

It was the perfect kickoff for the final push to set the Chase for the Sprint Cup championship field.

Hamlin's win was his third of the season, and it created a four-way tie for most wins in the series. Should nothing give over the next two races between Hamlin, Johnson, Stewart and Brad Keselowski, there'd be a logjam for the top seed in the 10-race Chase.

And the race is still on for the final two wild card spots.

A wreck with Juan Pablo Montoya was devastating for Ryan Newman, who slipped out of contention for one of the two wild card berths. Headed into next Sunday's race at Atlanta, Kasey Kahne is still holding steady for one of the spots. Kyle Busch moved into position for the second one, and he leads Gordon by 16 points. Newman fell to fourth in the wild card standings, 19 points behind Busch.

And Carl Edwards, who lost the championship to Stewart last year on a tie-breaker, is still trying to find a way into the Chase.

Hamlin was well aware of the repercussions as he chased down Edwards on the track, using a vintage "slide job" pass of Edwards to take the lead. Then he successfully defended Edwards' attempt to use a crossover to take the lead back, and Hamlin preserved a win that helped him and Busch, his Joe Gibbs Racing teammate.

Gordon, who finished third, also had an eye on the standings.

"If Carl had won or Kyle had won, it would have gotten us way behind, so we kept ourselves in the battle for it," Gordon said. "We've got two more opportunities and they're good opportunities. I'm a little disappointed myself because I think we had the car and we had the track position and I got loose on new tires on that one run when we really had the guys I felt we had to beat behind us."

Attempted murder charge for teen suspect in school shooting

(Reuters) - A 15-year-old boy suspected of shooting and critically wounding a fellow student on the first day of classes at a Baltimore high school has been charged with first-degree attempted murder, police said Tuesday.

Robert Wayne Gladden Jr. is being charged as an adult and also faces a first-degree assault charge stemming from Monday's shooting, according to Baltimore County Police Department spokeswoman Susan Hunt.

Hunt said Gladden, who is being held without bail, is cooperating with authorities. A preliminary hearing has been scheduled for September 7.

The 17-year-old victim, whose name has not been released, remains in critical condition at the University of Maryland's Shock Trauma center. The extent of his injuries is not known.

The shooting took place just before 11 a.m. at Perry Hall High School, voted one of America's Best High Schools by Newsweek magazine in 2010, in suburban northeast Baltimore.

Police believe the attacker chose his victim at random, another police spokeswoman, Julia Hardgrove, said on Monday. She said several other students suffered minor injuries.

The suspect was tackled by faculty members and held until police arrived, officials said.

The shooting is the latest incident of gun violence in a summer plagued by troubling shootings in the United States.

In July, a gunman killed 12 people and wounded 58 at a movie theater in Aurora, Colorado. In August, a suspect described by authorities as a white supremacist killed six people outside a Sikh temple in Wisconsin before committing suicide.

TOKYO ? Japan is vowing to take steps to strengthen its claims over two sets of islands that are already causing tensions with its neighbors.

Japan's relations with Seoul have rapidly deteriorated since South Korean President Lee Myung-bak visited tiny islets in the Sea of Japan this month to push his country's claim to them. Days later, a boatful of Chinese activists landed on a group of East China Sea islands claimed by Japan, China and Taiwan.

In resolutions adopted by Parliament Friday, Japan called the actions by China and South Korea "extremely regrettable."

Prime Minister Yoshihiko Noda says Japan will strengthen security around the East China Sea islands to prevent future landing attempts.

He also sent Lee a protest letter, which Seoul rejected.

The IEA, whose chief dismissed the need for emergency action as recently as a week ago, is now thought to have agreed to the idea, the industry journal Petroleum Economist reported on Friday, citing unnamed sources.

The agency, which advises industrialized countries on energy policy, was worried that key members including the United States, France and Britain might make act together to draw on stockpiles without coordinating with the rest of the group, undermining its credibility, according to the report, which was largely substantiated by an industry source.

"The U.S. is the main driver, the IEA sees no need for a release. However, if major consumers such as the U.S., UK and France want a release, the IEA is likely to step up and play a role," said the source, who spoke on condition of anonymity.

"A release could be as early as September."

News that consumer nations could be moving quickly toward intervening in oil markets again weighed on prices, with benchmark Brent crude falling $1.42 a barrel or 1.2 percent to close at $113.59 a barrel. The impact was muted by oil platform closures as a storm heads toward the U.S. Gulf.

The Petroleum Economist said that the sharp decline in Iran's oil exports this year would be used as a justification.

A release of as much or more than last year's 60 million barrel injection could occur as early as September, the monthly journal reported in an article by editor Derek Brower, who also writes for the Economist magazine.

"Whether it's self-inflicted or not, that's still a supply disruption," the article quoted an unnamed an official at a government backing the release as saying. The Petroleum Economist has been a well-regarded energy industry publication for decades, but it is better known for its sophisticated analysis and detailed maps than for breaking news.

WHITE HOUSE 'DUSTS OFF' PLANS

Talk of tapping into strategic stockpiles resurfaced last week after Reuters reported that the White House has began "dusting off" old plans for a possible release as it fears that the 30 percent rise in oil prices since June could undermine the effect of sanctions on Iran. Analysts also have said the move could be timed to aid President Barack Obama's reelection effort.

The Petroleum Economist said the White House had spent "recent weeks" seeking to persuade other countries to join the plan, although officials in both the United States and other IEA members told Reuters that no talks had been held by last week.

Last Thursday, a source familiar with the matter said U.S. officials were waiting to assess market conditions after the Labor Day holiday on Sept. 3 before making a decision.

Plans do not appear to have reached an operational stage.

"I have received no official instruction telling me to stand ready to release stocks and I'm unaware of such plans," said Jean-Marc Tenneson, head of the steering committee of France's strategic oil reserves agency (CPSSP).

He said a release would not be "reasonable" under current circumstances, and would only be legitimate if, for example, geopolitical tensions between Iran and Israel worsened noticeably.

FRANCE, UK SUPPORT; SAUDI CONSULTED

The Petroleum Economist, part of the Euromoney group, reported that France and Britain, both of which had signaled their support for releasing reserves during an earlier round of discussions in the spring, have endorsed the strategy.

It cited a diplomatic source as saying a British cabinet official had discussed the move in Washington in recent days.

Last Friday, IEA Executive Director Maria van der Hoeven said there was "no reason for a release," and that no other IEA member was considering such a measure. She said then that she had not been in contact with the White House over possible intervention.

The Petroleum Economist article said that the IEA had changed its stands after "lengthy talks with U.S. Department of Energy officials in Washington earlier this month."

The IEA was not immediately available for comment on Friday, but an agency spokesperson had told the journal that the agency "continuously monitors the oil market and remains in close contact with its member countries' governments so that it stands ready to act swiftly if needed and appropriate."

Officials in Japan and South Korea -- both of which have cut back Iranian imports in order to avoid new U.S. sanctions -- also dismissed the need for emergency supplies last week. The Petroleum Economist story said some IEA members were still opposed, including Germany.

U.S. and British officials have consulted on the plan with Saudi Arabia, according to the report. The kingdom believes that there is no need for a release, but that the decision is up to consumer countries, according to the story.

Oil consultancy Petroleum Policy Intelligence (PPI) said this week that some consumer nations had discussed a possible price trigger of $115 to $120 a barrel for taking action, according to the journal's report.
