(AP) ? America's leaders have threatened to shut the government down, drive it over a cliff and bounce it off the ceiling. Now they're ready to smack it with a "sequester." And it sounds like they mean it this time.

If no one backs down, big cuts in federal spending begin Friday. Should Americans be worried?

A primer on the nation's latest fiscal standoff ? how we got here, who could get hurt and possible ways to end this thing:

What, again?

Like life in a bad Road Runner cartoon, the United States has survived the New Year's "fiscal cliff," double rounds of debt-ceiling roulette and various budget blow-ups over the past two years. Now the threat is $85 billion in indiscriminate spending cuts that would hit most federal programs and fall hardest on the military.

By law, these cuts known as the "sequester" will begin unfolding automatically at week's end unless President Barack Obama and Congress act to stop them.

Why did they agree to a law like that? In hopes of finally getting the nation's trillion-dollar-plus annual budget deficits under control.

Isn't deficit-cutting good?

Obama, nearly all of Congress and plenty of economists say two things:

1) The budget deficit needs to be reduced.

2) The sequester is the wrong way to do it.

"Only a fool would do it this way," says Paul Light, a budget expert at New York University. "Primordial. It's beyond belief."

It makes him think of the movie "Dr. Strangelove," with Slim Pickens riding bronco on an atomic bomb, waving his cowboy hat.

The sequester was designed to land with a mighty splat ? to create such a mess if allowed to occur that lawmakers would do the right and honorable thing and negotiate a measured, meaningful and discerning package of deficit reduction to head it off. But that didn't happen, so the sequester is about to.

And, yes, that should mean progress on the nation's debt. The sequester is one of several developments expected to restrain the nation's red ink after four straight years of deficits topping $1 trillion.

Yee-haw.

Are the cuts really that bad?

It's unlikely they will be as bad ? or at least as immediate ? as some overexcited members of the Obama administration have made out. But the cuts have the potential to be significant if the standoff drags on.

Early on, about 2 million long-term unemployed people could see a $30 cut in benefit checks now averaging $300 a week. Federal subsidies for school construction, clean energy and state and local public works projects could be pinched. Low-income pregnant women and new mothers may find it harder to sign up for food aid.

Much depends on how states and communities manage any shortfalls in aid from Washington.

Furloughs of federal employees are for the most part a month or more away. Then, they might have to take up to a day off per week without pay.

That's when the public could start seeing delays at airports, disruptions in meat inspection, fewer services at national parks and the like.

An impasse lasting into the fall would reach farther, probably shrinking Head Start slots, for example.

Much of the federal budget is off-limits to the automatic cuts. Among exempted programs: Social Security, Medicaid, food stamps, Pell Grants and veterans' programs.

Even so, officials warn of a hollowed-out military capability, compromised border security and spreading deterioration of public services if the sequester continues. It's "like a rolling ball," said Homeland Security Secretary Janet Napolitano. "It keeps growing."

Maybe it's fiscal-crisis fatigue.

Americans are yawning this one off. Only 27 percent of those surveyed for a Pew Research Center/USA Today poll last week said they had heard a lot about the looming automatic spending cuts.

Less than a third think the budget cuts would deeply affect their own financial situation, according to a Washington Post poll. Sixty percent, however, believe the cuts would have a major effect on the U.S. economy.

That's what economists and business people are nervous about.

The political standoff is the factor that economists blame most for the slowing economy, according to the latest Associated Press Economic Survey. The uncertainty is causing businesses to hold back on investment and hiring, and it's making consumers less confident about spending, economists warn.

How did it come to this?

Obama and congressional Republicans have been deadlocked over spending since the GOP won control of the House in 2010, with a big boost from tea party activists who champion lower taxes and an end to red-ink budgets.

House Republicans refused to raise the nation's borrowing limit in 2011 without major deficit cuts. To resolve the stalemate, Congress passed and Obama signed the Budget Control Act, which temporarily allowed borrowing to resume, set spending caps and created a bipartisan "supercommittee" to recommend at least $1.2 trillion in deficit reduction over 10 years. Republicans and Democrats on the committee failed to compromise, however.

That triggered the law's doomsday scenario ? the so-called "fiscal cliff" package of across-the-board tax increases and spending cuts.

In a New Year's Eve deal, Obama and Congress agreed to raise taxes on some of the nation's wealthiest earners. And they postponed the spending cuts for two months ? until Friday.

That was supposed to buy time to cut a deal.

No surrender?

As the days melt into hours, neither side shows sign of blinking ? or even negotiating.

Obama insists on a blend of targeted spending cuts and tax increases. Republican leaders reject any more tax increases and say the savings must come from spending cuts.

While both sides talk about reducing the deficit, Obama and other Democrats say this must be done gradually, to avoid wounding an already weak economy.

The president is taking his case to the people, blasting Republicans at campaign-style events. GOP leaders, just back from a congressional vacation themselves, are publicly grousing that Obama should be bargaining with them, not grand-standing.

Is there a way out?

Expect intense negotiations to begin in Washington if enough Americans begin yelping about the pain from reduced federal spending.

Obama and Congress could agree to pare down the budget cuts to a more logical package of reductions, perhaps with some tax changes, too. Such a deal could also retroactively restore spending where they want to.

The "sequester" isn't the only line in the sand, however.

On March 27, legislation that has been temporarily financing the government expires. Without agreement to extend it, the threat of a government shutdown looms again. Later in the spring, it will be time to raise the nation's debt limit again.

So far, two years of budget crises have been settled with quick fixes. They have barely dented the underlying disagreement over how to reform Medicare, Social Security, taxes and spending to address the nation's long-term deficit problem.

If those festering questions remain unanswered, the U.S. economy will remain a hostage to politics.

Okinawa Rape Case: Two U.S. Sailors Admit To Assaulting Japanese Woman On Key Strategic Island

Two US sailors Tuesday admitted raping a Japanese woman in Okinawa last October, news reports said, in a case that generated huge anti-American anger on the strategically vital island.

Skyler Dozierwalker, 23, and Christopher Browning, 24, attacked the woman in central Okinawa during a brief trip to the semi-tropical island chain.

Dozierwalker told Naha District Court he committed the crime, while Browning also admitted the charges but denied having conspired with the petty officer in advance, Jiji Press and Kyodo News said.

Okinawa is the reluctant host of more than half of the 47,000 US military personnel in Japan. The rape provoked outrage and led to a nationwide curfew on all American military personnel in Japan.

Despite the curfew, misconduct involving US servicemen, much of it drunken, has continued to fuel anti-US sentiment in communities with bases.

The attack came amid already high tensions in Okinawa, which saw demonstrations last year against the US deployment to the island of Osprey aircraft. Local activists charge they have a poor safety record.

In 1995 the gang rape of a 12-year-old Okinawan girl by US servicemen sparked mass protests resulting in a US-Japan agreement to reduce the huge US military presence on the Okinawan chain.

Washington sees the island as a vital strategic base in a region that is increasingly wary of the power of China's rising military.

Art Journal Tip: Create a Family Tree - Valerie Storey, Writing at ...

Several weeks ago I started reading War and Peace. This is my third attempt; the first time I tried wading through the 1000+?pages I was sixteen and staying with my grandmother in Phoenix, Arizona for the summer. No place on earth could have been further from the snowy streets of Moscow and St. Petersburg. But I don't think it was the lack of air conditioning that made me switch Tolstoy for Mary Stewart. I think it had more to do with those unpronounceable Russian names and complicated family relationships I couldn't untangle for the life of me.

Fortunately I'm now reading a much?more modern?translation by Anthony Briggs that's actually something of a page-turner. And while my brain still resists some of the Russian patronyms (I have a tendency to call the characters?things like "Buzzy" and "Fizzy" rather than Bezukhov and Fedya) there's also a very handy list of characters and their relationships to each other at the back of the book. In other words, there's a family tree.

Making a Family Tree as?noted in my earlier post, Art Journal Class, My Favorite Tips can be a colorful and information-packed addition to your art journal. The easiest way to approach the exercise is to look up "free family tree templates" in your search engine of choice and download a design that most appeals to you. But don't stop there; experiment with using the template as a?pattern to copy from to create?your own version, or to alter the original in some way with gesso, paints, ephemera, glitter glue--whatever seems right. One of my favorite techniques is to collage the tree with all kinds of bits and pieces that best describe each included?family member. And don't limit yourself to a single page--a family tree could branch its way through an entire journal.

Some of the ways you can use a family tree in your journal are:

  • Illustrate your real-life family. Make several trees in a variety of styles for the different generations.
  • Explore an historic figure or family that interests you, such as the British Royal Family, or a US president.
  • The family or families?in your works-in-progress. Not only does this help you remember your characters' birth dates and current ages, but you can have fun marrying them off to each other, or exploring their ancestors: Why do they have blond hair? What makes one character an inventor, another a timid recluse?
  • In the same way you can make a family tree to illustrate your WIP, you can just make one up as a pure art journal exercise. The story is completely told through "family photos." And who knows? It just might TURN INTO your next WIP!
  • Make a fanciful family tree for the characters?from your?favorite books or movies.
  • Here's?a great tip for artists at all levels: The next time you need to make some color charts,?paint or draw?them as "trees" with leaves?in?your various hues and shades. (I love this one. It's turned a chore into?a fun art project of its own.)
  • An etymology tree. Lay out a decorative grid?of word association and origins. It can be fascinating to?explore where certain words come from, how they were used in the past, and how we use them now.
  • Write?a tree-shaped poem with the various lines and stanzas?branching and flowering?out from a single trunk or root.
  • Brainstorm with mind mapping or "clustering"; why not make it something fun, expressive, and tree-shaped? Rather than just jotting ideas down on a scrap of paper, add color, doodles, and put it all in your art journal. An initial idea you're attempting to map, such as "Conflict for Chapter Three: Martians Demand All Cats Must Leave Earth" could stem into: "Cats Now Wear Dog Suits." "Cat Smuggling Becomes Big Business," and so on with all kinds of wonderful illustrations and new ideas.
Tip of the Day:?If you'd like to make a?family tree in your art journal, keep in mind that there are as many types of trees as there are ideas for using them. Rather than?going straight for?"oak; green leaves; brown trunk" try?taking a tree such as a willow or?one that flowers?through the seasons and illustrating it?from?four different perspesctives. Or you could?draw it out as a Christmas tree complete with decorations. Other trees could include banyans, yew trees, bonsai, or an entire forest. Use your imagination and sense of play.

It's been over a year since rumors and statements suggested Samsung's Bada OS was due to be terminated, but that some form of it would live on within the open-source Tizen OS. Now, Samsung exec Won-Pyo Hong has confirmed as such with Korean news agency Yonhap. Rather than a complete fusion of the two, Tizen will select only the best qualities of the featurephone-friendly Bada for assimilation. Samsung's Tizen 2.0-based handsets arriving in 2013 will put the final nail in Bada's coffin, but out of respect for its fallen comrade, Tizen will obligingly run apps designed for the retired OS. Like some kind of mobile software Highlander, Tizen is now drawing power from several perished peers, and has even set its sights on the mighty Android. There can be only one.

Oscars are big night for advertisers

The Academy Awards is nicknamed "prom for Hollywood," but it isn't just the biggest night of the year for Hollywood star-watching ? it's also one of the biggest live TV events of the year, which means an ad goldmine for ABC (owned by Disney).

Perhaps the most apt nickname for the Oscars is "the Super Bowl for women," because it's one of the most important events of the year for advertisers ? arguably the best occasion to reach a captive audience of women. ABC, which broadcasts the event, said it saw the highest demand for Oscar ads in over a decade.

The average 30-second spot sold for between $1.65 million and $1.8 million, the highest prices since 2008, when ads averaged $1.7 million. That means this year ABC will bring in about $85 million in ad revenue, more than it has in over a decade.

Why are live events more valuable? In a word: Twitter. Chatter on Twitter and Facebook is driving more people to be part of the conversation and watch in real time, which means they're watching ads.

And this year ABC is looking to grow the social conversation with a new interactive app and Facebook ballot, which allows movie fans to watch and comment on the show with their friends.

Plus, there's hope that new host Seth Macfarlane will draw younger and more male viewers, to balance out the traditionally female audience. Hyundi and JC Penney, which were the biggest ad buyers in last year's telecast are both returning. And we'll see two tech rivals duke it out: Apple and rival Samsung have both bought slots.

So how does ABC's $85 million take compare? Rival CBS has more big one-off events. In addition to the Grammys, where 30-second spots run as much as $900,000, it also has the Country Music Awards. And this year, it was CBS' turn in the Super Bowl rotation between CBS, Fox and NBC, and Super Bowl spots were the most expensive they've ever been ? as much as $3.8 million.

Fox has the biggest regular live show, "American Idol," and NBC has Sunday Night Football, where ads run north of half a million dollars. With the rise of DVR usage, the networks ?ad advertisers ? are willing to pay more and more to capture viewers' attention for rare real-time viewing.

News - Report says Microsoft Xbox 720 to be revealed in April


I look forward to April, although I'm praying that the 720 is some kind of box packaging, not that "funky" splat shown in the artist's impression - one thing I particularly like about the current 360 packaging is that it's able to stand flat (ideal for putting in a TV cabinet) or 'tall' (great for minimal footprint).

I've got to wonder whether the games houses have been pressing Sony/Microsoft to move to "commodity" hardware, since that'd obviously make porting a bit easier, (I'm guessing that Microsoft are doing things to make it far easier to port between Windows and XBox). Although an APU-based box strikes me as being a little bit underpowered now in which case what is it going to be like in 2-3 years time?

AMD Fusion processors are most definitely not packaged 'Quad Flat Pack' like that poorly rendered image you're attaching suggests. We've seen them packaged in PGA and BGA, but most certainly not QFP, and most definitely not with teal painted contacts! ROFLMAO You need to get out more... as that's a train-spotter style comment.

Miner NWR posts biggest quarterly loss since listing

PRAGUE (Reuters) - Czech miner New World Resources reported its biggest quarterly loss since its 2008 stock market debut on Thursday, as the weak global economy reduced steelmakers' demand for its coal.

New World Resources (NWR), which supplies the central European units of steelmakers ArcelorMittal and Evraz , said on Thursday trading was likely to stay tough in the first half of this year, but could improve thereafter.

"We are going to have a difficult first half, there is no doubt about that," Executive Chairman Gareth Penny told Reuters.

"Have we reached the bottom and are we on the way up? I believe so. It will take some time for that to feed through into the financials," he added.

NWR shares dropped as much as 7.3 percent on the results.

The $500-billion-a-year steel industry, a gauge of the global economy, slowed sharply last year as a moderation in China's economic growth compounded weak demand from austerity-ravaged Europe.

Global crude steel production rose just 1.2 percent in 2012, compared with 6.8 percent in 2011, although there are signs a pick up in growth from Asia could help deliver a better 2013.

NWR swung to a fourth-quarter net loss of 48.6 million euros ($65 million), hit by falling coal prices and a one-off loss of 15 million euros from an inventory revaluation.

That was worse than analysts' average estimate of a 35.6- million-euros loss in a Reuters poll, and compared with an 8.8-million-euro profit in the corresponding period in 2011.

NO DIVIDEND, BRIGHTER COKING COAL OUTLOOK

NWR, which owns hard coal mines in the north-east of the Czech Republic, said it would not pay a dividend for the second half of 2012.

Coal sales reached 9.7 million tonnes in 2012, down 9 percent on 2011, with an almost equal split between thermal coal and higher-margin coking coal.

NWR expects coking coal prices to improve in 2013 after a slight rise in the first quarter, but the thermal coal market will remain difficult, resulting in only a gradual sale of inventories during 2013, it said.

It ended 2012 with coal inventories of 1.3 million tonnes.

NWR reiterated guidance on coal production of 10 million to 11 million tonnes in 2013 after 11.2 million tonnes in 2012.

It said it was targeting sales of 9.5 million to 10.5 million tonnes, split equally between coking and thermal coal.

The company expects capital investments to range between 120 million and 130 million euros this year, including 10 million on a project to open its Polish mine Debiensko, after a technical revision of the site. However, the unfavourable market conditions warrant a cautious approach to the project, NWR said.

"In light of the current market conditions, we will limit our progress on site in 2013 to the purchase of surface properties and project value engineering," NWR said.

At 1045 GMT, NWR shares were down 3.6 percent at 84 crowns, compared with a 1.2 percent decline in Prague's PX <.px> index.

Graham Asks Hagel If He Said Israel Risks Becoming Apartheid State

Sen. Lindsey Graham (R., S.C.) sent a letter to secretary of defense nominee Chuck Hagel Wednesday asking whether he made disparaging comments about Israel during a speech at Rutgers law school on April 9, 2010.

The Washington Free Beacon on Tuesday reported on a contemporaneous account of the 2010 speech written by former Rutgers law student Kenneth Wagner, who attended the event.

?I want to call your attention to and request a response to a story in the?Washington Free Beacon?on February 19th, which includes a contemporaneous account from an attendee at your 2010 Rutgers University lecture,? Graham wrote in the letter. ?Senator Hagel, did you say this? Have you said anything similar? Does this contemporaneous email reflect your views??

According to Wagner?s notes, which he emailed to a contact at the American Israel Public Affairs Committee (AIPAC) during the speech, Hagel said Israel was at risk of becoming an apartheid state, that Israeli Prime Minister Benjamin Netanyahu was radical, that the Jewish state has violated UN resolutions and that Hamas should be included in any Israeli-Palestinian peace negotiation.

Hagel reportedly made the comments during the post-speech question-and-answer session.

A spokesperson for Hagel did not respond to a request for comment as of press time.

Graham and Sen. Kelly Ayotte (R., N.H.) sent a letter to Hagel last week after a previous Free Beacon report on an account of a speech Hagel gave at Rutgers University in 2007. The account, written by Hagel-supporting political consultant George Ajjan, stated that Hagel said the U.S. Department of State was an adjunct of the Israeli foreign minister?s office during the question and answer session.

Hagel has since disavowed the comment and says he does not recall making it.

Two of the lecture?s organizers, Iran presidential candidate Hooshang Amirahmadi and Professor Charles H?berl, say they do not recall Hagel making the comment. Ajjan?s account was posted on his website shortly after the speech and is the only known published report of the question-and-answer session.

Ajjan stood by his account in an interview with the Free Beacon on Monday.

?I?m a conscientious person,? Ajjan said. ?When I was blogging at that time, I did my best to record things accurately ? there?s no way that I would pick a phrase like ?adjunct of the Israeli foreign ministry.? That?s a pretty odd combination of words to use. I wouldn?t have just pulled those out of thin air.?

The Free Beacon is working to obtain a transcript and video of both the 2007 and 2010 events, and is continuing to reach out to other attendees.

Health Minister Tony Ryall today met the two new dedicated cancer nurses who will be supporting Bay of Plenty cancer patients and their families.

?Carolyn Gent and Lorraine Hammersley, who start their new role at Bay of Plenty District Health Board (DHB) on Monday, are among the 40 dedicated cancer nurses who are expected to be working in public hospitals throughout the country by the end of May,? says Mr Ryall.

?These specialist nurses will act as a single point of contact so patients and their families no longer have to deal with multiple people from different parts of the health service.

?Carolyn and Lorraine will work across both Tauranga and Whakatane Hospitals. One nurse will focus on patients diagnosed with lung cancer while the other will cover patients diagnosed with less common cancers.

?The Government is investing $4 million a year to ensure every DHB has at least one full time dedicated cancer nurse, as part of its commitment to provide better and faster cancer services,? says Mr Ryall.

?Nursing has warmly welcomed this new role, which will vastly improve the treatment experience for patients by reducing delays, stress and duplication.

A national clinical nurse lead will be appointed later this month to support the cancer nurses and promote service improvements.

The funding of cancer nurse coordinators was announced in Budget 2012 as part of a $33 million funding package aimed at further improving cancer services.

Firm: 9 South African miners injured in shooting

JOHANNESBURG (AP) ? Anglo American Platinum says nine South African miners were injured when its guards opened fire with rubber bullets to stop a fight between rival unions.

A statement from the company says clashes started Monday when members of the long-established National Union of Mineworkers fought with the Association of Mineworkers and Construction Union. The company said three security guards suffered minor injuries and all those injured received medical treatment.

Police spokesman Brig. Thulani Ngubane confirmed the altercation took place, but said he had no other details.

The rivalry between the two unions led to violent and prolonged strikes last year that killed scores of people at a Lonmin PLC platinum mine, culminating in the police shooting of 34 strikers that shocked the nation.

Fugitive ex-cop thought to have fled to Mexico

Former Los Angeles Police Department officer Christopher Dorner -- the suspect in three killings that have targeted law enforcement and the subject of a continuing manhunt -- was suspected last week of fleeing to Mexico, according to a federal court document.

The criminal complaint filed in federal court on Feb. 7 charges Dorner with fleeing to avoid prosecution. It states that there was reason to believe he had crossed the border into Mexico.

An affidavit included in the complaint?(pdf) was written by U.S. Marshals Service Inspector Craig McClusky the same day that the search for Dorner led to his burned out truck in the mountain resort of Big Bear.

On day five of the manhunt for Christopher Dorner, who is suspected of killing three people, the Riverside District Attorney filed charges against Dorner including one count of first-degree murder and three counts of attempted murder. The LAPD has assigned officers to protect 50 families the accused cop killer has threatened, and a $1 million reward is now being offered for information leading to Dorner's arrest. ?NBC's Miguel Almager reports.

McClusky recounted the Irvine Police Department's request for assistance from the U.S. Marshal Service in finding Dorner after he became a suspect in the Feb. 3 killing of Keith Lawrence and Monica Quan, who is the daughter of an LAPD official mentioned by Dorner is a manifesto that details his alleged revenge plot.

McClusky described "the recent observations of a suspect matching Dorner's description attempting to flee to Mexico," and stated "there is probable cause to believe that Dorner has moved and traveled in interstate and foreign commerce from California to Mexico" to avoid prosecution.

The document also states that U.S. Marshals were tracking a Dorner associate identified only as "J.Y.," who had been spotted in Costa Mesa, Calif., near Irvine.

The search for Dorner continued in Big Bear on Monday, even as police followed multiple reports of sightings of the former officer that turned out to be false.

Also on Monday, the Riverside County District Attorney's office filed a charge of murder against Dorner in the shooting death of Officer Michael Crain, who was killed in what authorities have described as an ambush.

Crain was shot Thursday while he and his 27-year-old trainee partner were sitting at a traffic light near the Riverside Freeway.

"We felt the state of the evidence dictated there was no reason to withhold filing charges," Riverside County District Attorney Paul Zellerbach said. "He's a felon at large."

The LAPD on Sunday announced a $1 million reward in the case. More than 600 tips have been received, according to the department.

Hulu Japan to show movie ahead of its theatrical release

Hulu Plus is one of the few video streaming services available in Japan, and it's adopting an unusual strategy to convince local customers to get on board ? an upcoming movie will be premiered on the service before its theatrical release. On February 19th Sougen no Isu (A Chair on the Plains), an adaptation of the novel by Teru Miyamoto, will come to Hulu Plus, and follow in theaters on the 23rd.

There are a couple of catches, however: the film will only be available between 9pm and 12pm, only the first 1,000 customers will be able to watch, and you can't pause playback if it continues past midnight. Still, it's a notable experiment, and made even more so for being conducted in Japan, where studios are notoriously reticent to offer their content in non-traditional ways. Hulu has premiered TV show pilots before their US air date, but is yet to do so with movies.

We've contacted Hulu to see if there are any plans to expand this program further, and will let you know if we hear back.

Top U.S. general backed arming Syrian rebels "conceptually"

ABOARD A U.S. MILITARY AIRCRAFT (Reuters) - The top U.S. military officer said on Sunday he favored the idea of arming Syrian rebels during discussions within the Obama administration about how to help resolve the country's civil war, but there was never a specific plan under review.

General Martin Dempsey, chairman of the Joint Chiefs of Staff, said he thought arming the rebels might help end the crisis more quickly and avert the collapse of government institutions, which could lead Syria to become a failed state.

"Conceptually I thought if there were a way to resolve the military situation more quickly it would work to the benefit not only of the Syrian people but also us," Dempsey told reporters aboard his plane from Afghanistan, where he attended a change-of-command ceremony for NATO-led forces.

"A failed state is defined by the collapse of its institutions," he said. "And so conceptually we thought about ways to prevent that from happening. Conceptually I was in agreement. Now there were enormous complexities involved that we still haven't resolved."

Dempsey and Defense Secretary Leon Panetta acknowledged their support for arming Syrian rebels during a Senate hearing last week, the first time they had been queried about the issue.

The CIA and State Department had recommended arming the rebels last year, but President Barack Obama ultimately decided against pursuing the option.

The revelation that Dempsey and Panetta had supported the idea along with CIA and State Department officials underlined the divisions in the administration over how to deal with the Syrian crisis.

IDENTIFYING THE OPPOSITION

Lawmakers including Senator John McCain have been critical of the administration's decision against taking more aggressive action.

So far the administration has limited support to providing non-lethal aid for rebels in the 22-month-old conflict, which has killed an estimated 60,000 people.

A disparate group of rebel factions are fighting to overthrow Syrian President Bashar al-Assad, whose troops are well-trained and armed. U.S. officials still have not been able to get a clear picture of all the groups and their ideological leanings.

"We still have a challenge identifying who among the opposition, if they achieved a position of dominance, would commit themselves to the longer-term objectives of establishing a representative government, an end to violence, preservation of the institutions so that Syria doesn't become a failed state," he said.

Dempsey said he did not believe that the possibility of arming Syrian rebels had been completely ruled out by the Obama administration.

"No one has taken any option off the table in any conversation in which I've been involved," he said.

Dempsey declined to say whether he still supported arming the rebels.

"What I will say is of the options that we have been considering, they all hinge on a much clearer understanding of the environment than I believe we currently have."

Dempsey said the United States was continuing to work with Israel, Turkey and Jordan to address common interests and concerns related to the Syrian conflict, from proliferation of ballistic missiles and humanitarian issues to chemical and biological weapons.

He said the United States still believes Syrian chemical weapons are secure.

"I want to be clear that we don't have persistent or perfect visibility. On the occasions when we have noted movement, they've been movements that appear to us to be intended to secure them, not to use them. But our ability to have a completely clear understanding is somewhat limited."

Davis gala 'bittersweet' year after Houston death

(AP) ? Last year, Whitney Houston died hours before Clive Davis' annual pre-Grammy gala. This year, the music executive says she'll be remembered.

"In saying I'm proud of her legacy, I'm going to make sure that she's felt somehow during that night, yes," the 80-year-old said in an interview Thursday.

Davis' gala will take place Saturday night at the Beverly Hilton, where Houston died on Feb. 11, 2012, at age 48.

The annual event is where Davis introduced a young Houston to the music world more than two decades ago. Davis ? Houston's mentor, producer, champion and longtime friend ? memorialized her at last year's gala, held downstairs from the hotel where she died.

"Whitney and I had great times at this party over the years," he said, smiling. "I'd played her new songs and she'd come over in her pajamas and be listening late at night ... so it is bittersweet. Tragedy is still foul."

Houston was found drowned in a bathtub. Coroner's officials ruled her death accidental, with heart disease and cocaine use contributing factors.

The night continued last year after Houston's death ? and the music will live on this year.

R&B singer Miguel, who's up for five awards at Sunday's Grammys ? including song of the year for "Adorn" ? will hit the stage. He rehearsed some of the song happily Thursday.

"I've dreamt about coming to this party," the singer said. "It's a huge honor to be included and perform."

Davis, per usual, was tight-lipped about the other performers.

"You should expect being blown away by the diversity of the music, by the vitality of the music, by the range of music today," Davis said.

Last year's performers included Elvis Costello, Ray Davies, Alicia Keys, Jessie J and others.

R&B singers Brandy and Monica, mentees of Houston, were supposed to perform their new duet at that time, but were emotional due to Houston's death.

Emotional Houston moments will be captured in an hour-long CBS special titled "The Grammys Will Go On: A Death in the Family." It's a behind-the-scenes look at how Houston's death affected last year's Grammy Awards and will air the same night as Davis' gala. It includes interviews with Jennifer Hudson, Bruce Springsteen, Taylor Swift and other artists.

The Beverly Hilton Hotel said in a statement that the room where Houston died has not been used.

"Out of respect to the family and fans of Whitney, the guest room where she stayed was immediately taken out of inventory and all contents were removed," the statement read. "Hotel management is considering options to repurpose the space but has made no final decisions at this time."

Saturday's event will honor Epic Records chairman and CEO Antonio L.A. Reid.
